Stephanie Brown and Jason Todd have been brother and sister for approximately three years. Not by blood, or by law, but by the simple fact that they once spent an afternoon together on the floor of a hospital waiting room.
When the two are separated by circumstance (and perhaps some well-intentioned meddling), Jason and Steph are forced to navigate the changes that come with new lives, new families, new homes, and new secret identities. It's just too bad that the bad guys have been plotting something too...

Summary
This was not the way it was supposed to go. At all.
But obviously, the Universe is allergic to the combination of Jason Todd and well made plans.
Red Hood has elaborate plans for vengeance - psychological warfare against Batman, prove the Replacement's worthlessness, build up his empire, etc etc. But that was before a very ill-advised rescue and an apparently very concussed Nightwing.
What even is his life.

“Oh, fantastic,” Jason replies sarcastically, looking sceptical at the archer.
“Do you think we can convince them that we’re together? Maybe even engaged! I’m sure Doctor Thompkins would love to be the officiator!”
At the suggestion Jason feels an immediate vile response on the tip of his tongue. Because what Jason will never admit to anyone who has ever known him is how desperately he wants to be openly loved without shame. That he wants someone who would grab him when they were excited and kiss his palms and smile at him and want him. He wants so viciously to be wanted and he doesn’t know how much longer empty praise from people he had protected or long poetry or old novels full of understanding will be a good enough stand-in for being wanted.
And it was Roy suggesting it. That very fact makes something inside him seethe, something inside him turns into a feral animal from shame. It claws at his rib cage in search of an outlet.

A teen full of too much anger for someone so young. Whose words bit on tears and whose fists knocked blood from those who had wronged others.
Those dark eyes had known Jason Todd - the Second Robin. The Angry Robin. The street rat. The dead boy.
And the man who stared at him didn’t know him anymore. And Jason didn’t know the man anymore either.

The Joker thought that if he burned fire with fire, it would get rid of the problem. He thought that it would snuff out Gotham’s favourite son. Unfortunately, just like how Gotham draws you in and refuses to give you up: refuses to straighten out lives and let you leave town; how you leave only to find yourself standing back at the door, swearing it’ll be the last time. Unfortunately, despite all of the Joker’s intentions: the hair just grew back thicker.

But in this life, Gotham doesn’t stand for the desertion and desolation of Her favourite son: in this life, She gives Her un-knighted protector a second chance some would argue he does not deserve. In this life, the people of Gotham notice when a boy crawls from the grave even if it’s a stormy night. Even if it’s Gotham, where weird shit goes to mingle.

Then she lifted her head and her eyes landed on him. In the next moment, she was up and clinging to his leather jacket as if it were a lifeline. There was a desperation in her eyes as she started pleading. “Please. I need your help! They took my little sister. Please, she’s only seven years old. I- I couldn’t stop them. Please! I can’t lose her. I can’t!”
Green filled his gaze. What kind of scum kidnapped a defenseless seven-year-old. He took a deep steadying breath and gently put his hands on her shoulders. “Easy, easy. Take a breath. What’s your name? Tell me what happened. Who took your sister?”
Jason took her appearance in. She had a big forming bruise on her cheek and there was a wound on her temple, the blood already dried. Her knuckles were bloody, and Jason was sure that whatever had happened, she had not gone down without a fight.
