How he uses his hands, his powerful, destructive, amazing hands for such a gentle, affectionate gesture. His thumb slowly strokes her cheek every now and then, and Kirishima wonders.

9% have Quirks that have little to nothing to do with their parents' Quirks.
Finally, the remaining 1% have an intensely amplified version of any of the previous estimates, primarily the 40%.
Uraraka Ochako is part of the 1%.
