Summary
He'd thought Aziraphale would understand. They've known each other so long, spent so much time speaking this language of things implied and left unsaid, and the angel is usually so good at reading between the lines. Surely he would hear what Crowley meant now, when it mattered the most.
Instead, the angel had thrown it all back in his face.
(Crowley is trying to declare his feelings as loudly as he dares. Aziraphale gets the wrong message entirely. They figure things out eventually.)

Aziraphale took a deep breath and stepped round the corner, trying to school his face into something properly angelic. "Be not afraid," he said. As opening gambits went it wasn't spectacular, but it was traditional and he wasn't up to inventing something on the spot.
The demon Crawly stood there, defiant, a gaggle of children shoved behind him. "I won't let you take them. I don't care what Heaven thinks."
"Be not afraid," the angel said again, focusing on the children who were, in fact, very, very afraid. His voice was going soft, and he resolutely avoided looking at Crawly. "I come not to harm thee."

Each time, the pain and hurt and sorrow grows more intense, and the world just keeps on spinning. Each time, through every tragedy they are forced to endure, all they wish for at the end of the day is the other's presence, so they don't have to go through things alone.
A lot of hurt but with the promise of comfort at the end of it all.
