People are judged by their quirks, and then given labels. Those with more dangerous quirks, like breathing fire or brainwashing, are labeled as villains, even if they had never committed a crime in their life. Those with more flashy, heroic quirks were labeled as heroes, even if they used those quirks for illegal things. Most people closely related to pro heroes were also labeled as heroes, even if their quirk was something that would be considered villainous. The same went for those related to villains, even if the quirk was ‘heroic’ they would be labeled as villains because of their parents.
Izuku wants to prove to the world that even if you've been labeled as a "villain" you can still become a hero.
So he fakes a quirk and gets into Sith High, where a villain course is disguised as a hero course.

Midoriya Izuku at the age of 4 gets a quirk that will make him become a hero! Others don’t seem to think so but that isn’t gonna stop him from trying! Midoriya has a memory based quirk and will become a hero no matter what comes his way, and also sort of becomes an accidental vigilante along with a floofy purple haired boy, a birdie, and an octopus! I spent over an hour tagging and went through the DEH soundtrack plus Michael in the Bathroom and SIX’s all the way to Haus of Holbein.
(I’m sorry it’s my first serious fic so it won’t be up to literally anyone’s standards)

So why were we all surprised when it happened?

Despite All Might telling him to wake up, despite Bakugou's mocking and bullying, despite the world at large facing him down and telling him he can't, Deku takes the U.A. entrance exam.
And Deku fails.
Yet despite the voice of everyone he's ever known telling him to just give up, to accept that he’ll never be anything more than a useless worm, Deku decides that if no one will help him become a hero, he’ll just do it himself.
Despite the quirk that makes him a captive of his own body, despite the bone-deep knowledge that he is bad and meant only for hurting others, Tokoyami wants to be good. To do good. To be the kind of person who could actually make a positive difference in the world despite his many flaws and the deed he will never forgive himself for.
And Tokoyami meets a vigilante who turns his world upside down, and decides that if there's any chance for him to be a hero, this is it.
