This is set in an alternate universe where CA:Civil War did not end with The Avengers breaking apart.
They worked out an alternative to the Accords instead. Bucky was freed from his programming in Wakanda and lives now at the Compound with the rest of the team. He's not an active Avengers.
Also, Phil Coulson and Pietro Maximoff live just because I wanted them too. So... Yay!
