Midoriya realizes none of the past attempts to stop All for One have helped and thinks outside the box.
Apparently when Midoriya put his mind to something he was absolutely batshit crazy. Sorahiko could respect that, seeing as he often pretended to be crazy, albeit in a very different way. The respect did nothing to dampen the surprise, and oh no was that pride again god damn it, he felt while looking at the sheer multitude of plans Midoriya had assembled.

The quirk of one for all was a mysterious quirk. Its ability to stockpile the strength,personality and quirk of each wielder, becoming stronger giving hope and stability to japan over the 200 years it existed. It never needs the wielder to have a good quirk, it just needs the holder of the quirk to have the drive to save people and they want to be a hero.
And if they didn't have that?
Then they would run like hell out of the wielder to someone else.
