Hermione and Draco have several moments together throughout their school years, to finally admit their feelings to each other and sleep together during the battle. Draco tells her he will fight on her side, and Hermione panicked he would be crucified so obliviates him.
Fast forward 8 years and the ministry is bringing an a voluntary marriage act because of a declining population and a generation or mainly squibs. Hermione and Draco both sign up Hermione still in love with him, Draco without his memories.
They are about to sign the contract.
